Our Mission
The mission of El Centro Family Health is to provide affordable, accessible, quality health care to the people of Northern New Mexico. Developing a healthy body, mind, and spirit is a lifelong journey.
In Northern New Mexico, the quality of this journey is enriched and interwoven with the traditions, history and culture of the people. Distance, isolation, economics, and the lack of information are major obstacles to achieving that quality of living. We strive to improve the quality of life by bringing primary health care and basic health education to the people of Northern New Mexico. Through a system of clinics and cooperative programs, El Centro offers vital health services in a caring and supportive environment. We serve the people of this region and help to preserve the unique traditional qualities that define life in Northern New Mexico.

The purpose of El Centro Family Health is to improve the health and well-being of our patients and communities. We achieve this purpose by utilizing health promotion & education, disease prevention activities, and case management.
El Centro Family Health provides services to all persons of our service area regardless of ability to pay. Utilizing a sliding fee scale, patients are assessed and a determination made based on income and family size. Responding to a changing health care environment, we advocate for patients to ensure they have access to all our services.

Jerome Williams, Chief Executive Officer (CEO)
Jerome Williams has steadily advanced into senior leadership roles during his time at El Centro Family Health. He began his career as an IT Technician and later served as a Regional Administrator, where he oversaw operations across seven clinic sites in Northern New Mexico. In December 2017, he was appointed Chief of Operations, joining the Executive Leadership Team. In April 2026, Jerome was named Interim Chief Executive Officer, where he currently leads the organization through a period of transition while continuing to strengthen operations and strategic direction.
Jerome earned his Bachelor of Business Administration with a concentration in Marketing from New Mexico Highlands University and holds a Master of Business Administration with a focus in Finance. He is currently pursuing his Doctor of Health Administration, further deepening his expertise in healthcare leadership and systems management. He brings a strong background that includes 11 years of experience in higher education and several years of public health management.
Originally from Flint, Michigan, Jerome has called New Mexico home for over a decade. He resides in Ohkay Owingeh, New Mexico with his wife and their two sons. Known for his creativity, drive, and leadership, Jerome thrives in challenging environments and is passionate about expanding access to care and strengthening the communities El Centro Family Health serves.
Francine Kain, CFO
Francine Kain is the Chief Financial Officer for El Centro Family Health.
Francine has worked in the finance field for over 30 years, and specifically with Community Health Centers for 17 years.
Her first job was as an Office Manager and Bookkeeper for a private home health care agency in Santa Fe, NM; a position she held for over 12 years.
In 1998 she left Santa Fe for an Accounting position with El Centro Family Health.
In 2007 she was awarded her BA in Business Administration, with a major in Accounting, from the College of Santa Fe.
After 9 years with El Centro Family Health, she transitioned to the position of Finance Director with La Familia Medical Center in Santa Fe.
There she was employed for 3 ½ years before returning back to Espanola in 2011 to become the Chief Financial Officer of El Centro Family Health.
Francine enjoys working with the leadership and staff of El Centro to ensure the future presence of El Centro in the communities of Northern New Mexico.
Francine was raised in the small Northern New Mexico community of La Madera, and has resided in Espanola for nearly 27 years.
Dr. Arturo Sisneros, CDO
My name is Arturo Sisneros, my family has been from Northern New Mexico for generations. I grew up in Taos and graduated from Taos High School in 1996. I attended the University of New Mexico for my undergraduate education of which I received a Bachelor degree in Biology. I then attended the University of Colorado Health Science Center in Aurora Colorado from 2003 to 2007, graduating with my Doctor of Dental Surgery (DDS). I decided to further my education and experience by doing a one year General Practice Residency at the University of Colorado Hospital Sands House Clinic in Aurora, CO. Upon completion of my education in 2008 I returned home to Northern New Mexico, where I began working as a Dentist for El Centro Family Health, a non-profit community health organization. I have worked with El Centro for the past 16 years and currently hold the title of Chief Dental Officer. I plan to continue to serve my community through my work here at El Centro Family Health for years to come.
Dr. Leslie Hayes, CCO
Leslie Hayes, MD, works for El Centro Family Health in Espanola, NM. She is board-certified in both addiction and family medicine. While Dr. Hayes enjoys all aspects of family medicine, her passion is taking care of people with opioid use disorder. She especially enjoys working with pregnant women and new mothers who have had drug problems and works hard to make sure that they and their babies receive compassionate and appropriate medical care. She was named a White House Champion of Change in April of 2016 for her work with substance use disorder and pregnancy. Her work was also featured in the documentary The Providers.
Margaret Lynch, COO
Margaret H. Lynch is a senior healthcare executive with extensive experience leading hospital operations, quality, compliance, human resources, and organizational transformation initiatives. She has served in executive leadership roles including Acting CEO, Executive Vice President of Corporate Operations, Chief Human Resources Officer, and Chief of Support Operations, overseeing complex healthcare systems with more than 1,200 employees and budgets exceeding $235 million.
Margaret has a proven track record of driving operational excellence, regulatory compliance, workforce engagement, leadership development, and strategic growth. Her accomplishments include leading successful CMS compliance efforts, overseeing major operational and technology initiatives, advancing talent development programs, and implementing transformative workforce strategies that improved organizational performance and retention.
Margaret holds a Master of Science in Business with a specialization in Human Resource Management, a Graduate Certificate in Business Human Resource Management, and a Bachelor of Science in Business Human Resource Management from Capella University. She maintains multiple professional certifications, including SHRM-SCP and SPHR, and is known for her collaborative leadership style, strong business acumen, and commitment to delivering high-quality healthcare services and sustainable organizational success.
Sarah McNeill, Behavioral Health Director
Sarah Marcus McNeill, LSAA, LCSW, serves as the Behavioral Health Director at El Centro Family Health, where she supports behavioral health services across the organization and collaborates with multidisciplinary teams to promote high-quality, person-centered care. Based in Española, she joined El Centro Family Health in 2018 as a Behavioral Health Therapist, later served as Behavioral Health Manager, and recently transitioned into the role of Behavioral Health Director. While serving as Behavioral Health Director, she continues to provide direct therapy services, remaining actively engaged in clinical care.
Sarah earned her Master of Social Work from New Mexico Highlands University and is both a Licensed Clinical Social Worker (LCSW) and Licensed Substance Abuse Associate (LSAA). She has extensive experience providing person-centered behavioral health services to children, adolescents, adults, and families, including working with individuals and families affected by trauma and substance use. She is committed to providing inclusive, culturally responsive care to individuals from diverse backgrounds, including members of the LGBTQ+ community.
Born in Phoenix, Arizona, Sarah moved to New Mexico 20 years ago and now lives in Ohkay Owingeh with her husband and children. She is committed to enhancing behavioral health care, strengthening integrated care, and improving the well-being of individuals, families, and communities across Northern New Mexico through collaboration and person-centered care.
Jason Giron, HR Director
Jason Giron is a Santa Fe native with over 20 years of progressive, public-sector human resources experience, Jason specializes in employee relations, labor compliance, organizational stability, and workforce development. Throughout his 25-year career serving the State of New Mexico, he has built a reputation for discretion, professionalism, and fostering collaborative relationships across diverse teams. An alumnus of the New Mexico Military Institute, Jason is deeply committed to serving the people of Northern New Mexico by cultivating an inclusive, supportive, and compliant workplace culture that aligns with El Centro’s mission of community wellness.
Laura Lujan, Director of Nursing
Laura began her career with El Centro Family Health in 2014, shortly after graduating from high school. After briefly leaving the organization, she returned in 2016 and has remained a dedicated member of the ECFH team. She began as a Medical Assistant and advanced to Vaccine Coordinator in 2020. While continuing to work, Laura pursued her nursing education at Luna Community College, earning her Associate of Science in Nursing in 2023. Where she now serves as a part-time Certified Nursing Assistant instructor, helping prepare students to begin their own careers in healthcare.
In January 2023, Laura accepted the position of Interim Nurse Manager. After graduating from nursing school and successfully passing her nursing licensure examination, she officially assumed the Nurse Manager position in July 2023. In December 2025, she advanced into her current role as Director of Nursing. Laura continued her education at Arizona State University, earning her Master of Science in Nursing in May 2026.
As Director of Nursing, Laura provides leadership and oversight for nursing and laboratory services across El Centro Family Health. Having grown within the organization from a Medical Assistant to an executive nursing leader, she brings firsthand knowledge of clinical operations, and the important role clinical staff play in delivering compassionate, high-quality patient care. Laura is especially passionate about mentoring healthcare professionals and guiding them as they pursue their own career paths. She is also committed to strengthening clinical practices and expanding access to quality care throughout the communities of Northern New Mexico.
Outside of work, Laura enjoys spending time outdoors with her husband and their two children. Together, they enjoy hunting, camping, fishing, and making memories as a family
