Our Mission

The mission of El Centro Family Health is to provide affordable, accessible, quality health care to the people of Northern New Mexico. Developing a healthy body, mind, and spirit is a lifelong journey.

In Northern New Mexico, the quality of this journey is enriched and interwoven with the traditions, history and culture of the people. Distance, isolation, economics, and the lack of information are major obstacles to achieving that quality of living.

We strive to improve the quality of life by bringing primary health care and basic health education to the people of Northern New Mexico. Through a system of clinics and cooperative programs, El Centro offers vital health services in a caring and supportive environment. We serve the people of this region and help to preserve the unique traditional qualities that define life in Northern New Mexico.

Our Purpose

The purpose of El Centro Family Health is to improve the health and well-being of our patients and communities. We achieve this purpose by utilizing health promotion & education, disease prevention activities, and case management.

El Centro Family Health provides services to all persons of our service area regardless of ability to pay. Utilizing a sliding fee scale, patients are assessed and a determination made based on income and family size. Responding to a changing health care environment, we advocate for patients to ensure they have access to all our services.

Senior Team

  • Jerome Williams, COO

    Jerome has steadily grown into more advanced roles during his three years at El Centro Family Health. Jerome transitioned from an IT Technician and a Regional Administrator where he became responsible for overseeing seven clinic sites in Northern New Mexico. In December 2017, he accepted the position as the Chief of Operations for El Centro Family Health where he is now a member of the Executive Officer Team.

    Jerome Williams graduated from New Mexico Highlands University with a Bachelor’s Degree in Business Administration with a major in Marketing and he also holds a Masters Business Administration with a majoring in finance. He has 10 years of experience in higher education and 3 years of public health management experience.

    Jerome is originally from Flint, Michigan but has called New Mexico home for 10 years. He and his fiancée reside in Ohkay Owingeh, NM with their 2 boys. His greatest strengths are his creativity, drive and leadership. Jerome thrives on challenges, particularly those that expand the company’s reach.

  • Francine Kain, CFO

    Francine Kain is the Chief Financial Officer for El Centro Family Health.

    Francine has worked in the finance field for over 30 years, and specifically with Community Health Centers for 17 years.

    Her first job was as an Office Manager and Bookkeeper for a private home health care agency in Santa Fe, NM; a position she held for over 12 years.

    In 1998 she left Santa Fe for an Accounting position with El Centro Family Health.

    In 2007 she was awarded her BA in Business Administration, with a major in Accounting, from the College of Santa Fe.

    After 9 years with El Centro Family Health, she transitioned to the position of Finance Director with La Familia Medical Center in Santa Fe.

    There she was employed for 3 ½ years before returning back to Espanola in 2011 to become the Chief Financial Officer of El Centro Family Health.

    Francine enjoys working with the leadership and staff of El Centro to ensure the future presence of El Centro in the communities of Northern New Mexico.

    Francine was raised in the small Northern New Mexico community of La Madera, and has resided in Espanola for nearly 27 years.

  • Dr. Arturo Sisneros, CDO

    My name is Arturo Sisneros, my family has been from Northern New Mexico for generations. I grew up in Taos and graduated from Taos High School in 1996. I attended the University of New Mexico for my undergraduate education of which I received a Bachelor degree in Biology. I then attended the University of Colorado Health Science Center in Aurora Colorado from 2003 to 2007, graduating with my Doctor of Dental Surgery (DDS). I decided to further my education and experience by doing a one year General Practice Residency at the University of Colorado Hospital Sands House Clinic in Aurora, CO. Upon completion of my education in 2008 I returned home to Northern New Mexico, where I began working as a Dentist for El Centro Family Health, a non-profit community health organization. I have worked with El Centro for the past 16 years and currently hold the title of Chief Dental Officer. I plan to continue to serve my community through my work here at El Centro Family Health for years to come.

  • Chelsea R. Lucero, PsyD

    Dr. Chelsea Lucero is the Chief of Behavioral Health for El Centro Family Health, having been promoted to this role in 2024. Originally from a small mountain town in Colorado, she completed her Bachelor’s degree in Psychology and Sociology at the University of Colorado in Colorado Springs. Dr. Lucero went on to earn a Master of Science in Clinical and Counseling Psychology from New Mexico Highlands University and later a Doctorate in Clinical Psychology (PsyD) from California Southern University. With over 10 years of experience in the mental health field, Dr. Lucero is a National Certified Counselor (NCC), a licensed professional clinical counselor (LPCC), and a licensed alcohol and drug addiction counselor (LADAC) in New Mexico. She is certified in Eye Movement Desensitization and Reprocessing (EMDR) and serves as a clinical supervisor. In addition to her clinical expertise, Dr. Lucero has been an adjunct psychology instructor for over 11 years, teaching both graduate and undergraduate courses. Her career spans inpatient, outpatient, and residential treatment settings where she has worked as a therapist and program director. Dr. Lucero served as a behavioral health manager for 6 years before being promoted to Behavioral Health Director in 2023. She is dedicated to improving access to quality behavioral health services in Northern New Mexico, particularly for individuals experiencing severe mental illness and addiction.

  • Darlene Romero

    I am a Native to Northern New Mexico, number 9 of 12 children, raised in a small farming community know as Lyden, and currently live in Española, NM. I am a seasoned Human Resources professional with 28 years of practical experience. I started my career in the HR field as a Human Resources Assistant in 1996. I began working for El Centro Family as the Human Resources Assistant in 1999. In 2008 I was promoted to Human Resources Manager and transitioned to Human Resources Director in 2017. I am eager to apply my skills and experience to a challenging and meaningful role, and I am open to exploring opportunities to make a positive impact.

  • Dr. Leslie Hayes, CCO

    Leslie Hayes, MD, works for El Centro Family Health in Espanola, NM. She is board-certified in both addiction and family medicine. While Dr. Hayes enjoys all aspects of family medicine, her passion is taking care of people with opioid use disorder. She especially enjoys working with pregnant women and new mothers who have had drug problems and works hard to make sure that they and their babies receive compassionate and appropriate medical care. She was named a White House Champion of Change in April of 2016 for her work with substance use disorder and pregnancy. Her work was also featured in the documentary The Providers.
